On Feb. 17, 2009, President Obama signed The American Recovery and Reinvestment Act of 2009 that made some significant changes to federal income tax credits to consumers who make energy efficient home improvements such as installing qualifying furnaces, boilers and water heaters. The qualified equipment must be “placed in service” no earlier than January 1, 2009, and no later than December 31, 2010.
